It is they who decide whether you will be able to start investing legally at all. Construction formalities are a set of administrative actions that must be performed before construction begins. This is not just a building permit - it is a whole process that includes, among other things, checking the site plan, completing project documentation, submitting an application to the office and reporting the start of works. An investor who wants to operate legally and safely must go through these stages step by step.
Some formalities are immutable for everyone (e.g. the need for a map for design purposes or a declaration of the right to dispose of the property), but others depend on the type of investment. An example? If you plan to build a single-family house with a built-up area of up to 70 m², you can use the simplified application procedure. But if your house exceeds these dimensions, has a basement or is being built in semi-detached buildings - a permit will be needed.
